1. Just pathetic
Though I have no doubts that this was indeed promoted from higher up. Problem is that the army is largely made up of ignorant trash and the people who run it like to keep it that way.

Their superiors would like nothing more than to let these soldiers get court marshalled for the orders they gave them and keep their positions of power and give the same orders in a few months after the scandal has died down.

Just from reading DU, one could get the impression that Lynndie England cooked up the whole torture business on her own. And that is exactly how the Bush Regime wants us to approach the matter--as the actions of a few rogue, lower level troops. "Pay no attention to those men behind the curtain!"
