PBL made a statement we should all use to great extent
If Saddam didn't actually personally participate in the torture then we should either stop saying he did or else use the same reasoning for Bush*. Bush* was torturing Iraqis according to the current standards used in describing who is doing the torturing.

4. the difference being
that Saddam did explicitly order hsi subordinates to rape and torture. Good luck proving that bush did that.
