That it takes his impaired brain a long time to learn the key words he uses. The signs point to this:

Long pauses, like his brain is searching for the right phrases to use. like trying to find the right GEAR? and during those long and frequent pauses, " Uh uh um. uh. duh. " followed by a short burst.

or like spurts of words followed by more "Uh, UHH, duh," etc etc?

Its only because we hear the same words/phrases being repeated frequently every time he addresses the public.

1. I think it has more to do with...

The fact he’s never really worked for anything in his life. The guy is a spoiled rich kid who happened to have the right last name for a shot at the presidency. Unlike most of the other politicians running on family name, Georgie never tried to distance himself or distinguish himself on his own merits, but instead rides to Bush name for all its worth.
