Does Iraq have states or Provinces already?

Does Iraq have states or Provinces already?
Just curious if anyone knew this. If there aren't I wonder if there might not be sort of a few with maybe a mostly Kurdish state or Province, a mostly Sunni one in the middle there and a couple Shi'ite and Shiite/Sunni ones each with there own governor and 2 senators. They could be designed to try and even out the power among the 3 ethnic and religious groups more than if they were to have proportional representation like a house of reps would, which most experts agree wouldn't work as well in the longterm peace and fairness for all Iraqi's.
