I just watched "The National" with Peter Mansbridge on the CBC....There's a report by Neil McDonald telling what is happening in Fallujah...If you start the video at 10:27 it is about 3 minutes long...According to what McDonald (who is an excellent journalist) says, an international human rights group is asking for an investigation into what is happening...

12. No one knows who or what is in the ambulances.

This is the insanity of war. Those soldiers don't know who anyone is or what these vehicles are carrying. It's like the the boys in Nam who had to decide who was VC and who wasn't. You just never know, so do you err on the side of judgment or do you get blown up? Sitting around crying about this is pointless. Get mad, not sad. Remember, a lot of these kids are running around with AK's and RPGs. Do you not shoot anyone who is a potential threat? Also remember, in Nam the VC strapped bombs to little kids and made them run up to our soldiers to hug them and blow up. This isn't a conventional war with army against army. They cannot fight us that way. If anything, these insurgents or freedom fighters or whatever you want to call them put everyone in jeopardy because they fight from within the innocents. They aren't strong enough to fight us one to one so they use guerrilla tactics, sabotage and booby traps and when we respond we end up killing a lot more than the guerrillas. Saddam did the same thing, putting AA batteries in civilian neighborhoods and then complaining that we killed them. Using civilians as shields is cowardly. It's a no win situation. We really need to get out of there.
