Selective Service to hold test DRAFT LOTTERY, issue MEDICAL EXAM ORDERS
COMING THIS SUMMER!

Bush is readying the entire DRAFT apparatus, down to even drawing sample lottery balls and assigning them to birthdays and then issuing test medical exam orders.

Most ominously, they are spending money to write the paperwork needed to make the Alternative Service for COs actually operate--for the first time since the DRAFT ended in 1973!!

Alert every Nader voter, every parent, every young person. The DRAFT TEST is only WEEKS AWAY now.

By March 31, 2005 the SSS must report they are ready to conscript within 75 days instead of the current 193 days.

The SSS Strategic Goals identified in the Agency’s Strategic Plan for FY 2001- 2006 are:

• INCREASE THE EFFECTIVENESS AND EFFICIENCY OF THE
MANPOWER DELIVERY SYSTEMS

• ENHANCE EXTERNAL AND INTERNAL CUSTOMER SERVICE

• IMPROVE OVERALL REGISTRATION COMPLIANCE AND
SERVICE TO THE PUBLIC

• ENHANCE THE SYSTEM WHICH GUARANTEES THAT EACH
CONSCIENTIOUS OBJECTOR IS PROPERLY CLASSIFIED,
PLACED, AND MONITORED

This FY 2004 APP identifies the activities and strategies that will take place during the
fiscal year to achieve Agency goals and objectives. It also identifies relevant performance
measurement target goals to be achieved. The performance goals for FY 2004 are:

1. Develop an Area Office Prototype Exercise that will test the Health
Care Personnel Delivery System (HCPDS) work flows and support
programs.

2. Redefine Agency infrastructure based on a Quinquennial Workload
Study.

3. Prepare and conduct an Area Office Prototype Exercise which tests
the activation process from SSS Lottery input to the issuance of the
first Armed Forces Examination Orders.

4. Ensure 90% of people tested are capable of implementing activation
procedures.

5. Ensure that 95% of the predefined readiness objectives are attained
and validated during an Area Office Prototype Exercise.

6. Train 90% of assigned State Directors (SDs) and Reserve Force
Officers (RFOs) on HCPDS and Timed-Phased Response (TPR)
functions and responsibilities.

7. Attain a 92% or greater compliance rate for men 18 through 25 years
old.

8. Attain and appoint Registrars in 85% of the Nation’s high schools.

9. Obtain 75% of all registrations electronically.

10. Maintain an average systems change request implementation time of
39 days.

11. Maintain a functional proponent and customer satisfaction level of
87%.

12. Have a telephone call completion rate of 93% or higher.

13. Answer correspondence in less than 10 days.

14. Train 90% of assigned SDs and RFOs on Alternative Service plans
and procedures.

8. If you look at the "who must register" link -
It still refers to males, not females. So I suspect that they're getting ready for the draft, but the time has not arrived.

So far, Rummy is still saying a draft isn't needed or wanted - if only because mercenaries and volunteers are likely to be more compliant to the leadership's will.

But if you see enabling legislation brought to the floor in the house...with even a little support from whoever is in the White House...then I think it's safe to say that the train is beginning to roll.

If a draft were held today, it would be dramatically different from the one held during the Vietnam War. A series of reforms during the latter part of the Vietnam conflict changed the way the draft operated to make it more fair and equitable. If a draft were held today, there would be fewer reasons to excuse a man from service.

6. Did all this not exist since Vietnam and is just getting ramped up now?
I'm not sure I understand. Have there been draft boards in the 80's and 90's?

10. The Dem bills are IRRELEVANT, the DRAFT has existed since the 80s
This summer Bush is reducing DRAFT ACTIVATION time by having the SSS conduct NATIONWIDE EXERCISES to test the whole system, even to the point of filling all DRAFT BOARD vacancies and gearing up the Alternative Service for COs for the first time in three decades. The SSS this summer is finalizing the 2 documents needed for the AS to start up, the SOP identifying ASW employers and the MOUs those employers will have to sign to get those cheap, unassigned workers. THis is the last essential piece that had to be activated before the March 31 report.

Kerry's NO-DRAFT plan to raise 40,000 additional troops and avoid reinstatement of the draft is added up this way (my synthesis of what Kerry talks about when asked):

1. Move some paper-pushers to combat (lots of potential there)
2. Increase enlistment with real scholarships and pay, benefit raises
3. Let troops know Special Ops will hunt al-Queda, no more invasions needed, so re-up rate goes up. "Primarily a law enforcement effort, not a full military effort", say JK on MTP 4/18/04.
4. Start a "Civilian Stability Corps" that would help in reconstructing Afghanistan and Iraq and relieve military pressure.
5. GET FOREIGN TROOPS TO COME INTO INSTEAD OF LEAVE IRAQ!!

The 40,000 new troops DO NOT go to Iraq but relieve the divisions in Korea and elsewhere and THEY GO.

With this NO-DRAFT PLAN, Kerry will not have to resort to conscription, even after Bush screwed the whole thing up.
And he will go renewable energy and for energy independence and has said over and over no more soldiers will die for oil!

Draft Legislation....
There is pending legislation in the House and Senate (twin bills: S 89 and HR 163) which will time the program's initiation so the draft can begin as early as Spring 2005 -- just after the 2004 presidential
election. The administration is quietly trying to get these bills passed NOW, while the public's attention is on the elections, so our action on this is needed immediately. Details and links follow.
Even those voters who currently support U.S. actions abroad may still
object to this move, knowing their own children or grandchildren will
not have a say about whether to fight. (Not that it should make a difference, but this plan eliminates, among other things, higher education as a shelter and includes women in the draft. Also, crossing into Canada has already been made very difficult.)

ACTIONS, ACTIONS, ACTIONS:
Please send this on to all the parents and teachers you know, and all
the aunts and uncles, grandparents, godparents.... And let your children know -- it's their future, and they can be a powerful voice for change.

$28 million has been added to the 2004 Selective Service System (SSS)
budget to prepare for a military draft that could start as early as June 15, 2005. SSS must report to Bush on March 31, 2005 that the system, which has lain dormant for decades, is ready for activation.

Congress brought twin bills, S. 89 and H.R. 163 forward this year,

Universal National Service Act of 2003, "To provide for the common
defense by requiring that all young persons in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, and for other purposes."
These active bills currently sit in the Committee on Armed Services.
Dodging the draft will be more difficult than those from the Vietnam era remember. College and Canada will not be options. In December 2001, Canada and the US signed a "Smart Border Declaration," which could be used to keep would-be draft dodgers in. Signed by Canada's Minister of Foreign Affairs, John Manley, and US Homeland Security Director, Gov. Tom Ridge, the declaration involves a 30-point plan which implements, among other things, a "pre-clearance agreement" of people entering and departing each country. Reforms aimed at making the draft more equitable along gender and class lines also eliminates higher education as a shelter. Underclassmen would only be able to postpone service until the end of their current semester. Seniors would have until the end of the academic year.
