Bush and his "war on terror"--help

I'm writing a speech outline now and need some good mainpoints and factual information on Bush's failed war on terror. I, obviously, have the mainpoints such as Iraq Quagmire, No Osama, Patriot Act, Missappriation of Funds, Doing jack shit before 9/11, etc. Thanks for your input.

3. War on a concept = war without end.

Having a war implies that there will be an end. This is a war on a concept and I've never seen one end; think of the war on drugs. Bush gave the impression that this was a war, yet he never declared war on anyONE. Why not declare war on Bin Laden or Al Qaeda? You probably have a chance of wiping them out, but terror? Or as it should be terrorism? It'll always be here.
