Why would Bush "shake the trees"?
He doesn't even hug them.

Why would Bush bother to warn and frighten Americans?
Ashcroft was already warned not to fly commercial. Military officers were warned not to fly right before 9/11.

Why would Bush call a meeting to discuss terrorism?
He already called one. In seven months. That's enough. He was on vacation. September would come soon enough.

Why would Bush even look at the document?
He can't read. He has the attention span of a gnat.

So what if Osama was planning to attack in the U.S.?
Clinton couldn't stop him from bombing the Cole. Condi said he was just swatting flies. There were sever structural problems that Cheney and Rice would address. Later.

So what if Clarke was getting antsy?
