What's the difference between a plea bargain and Bush/Cheney?

What's the difference between a plea bargain and Bush/Cheney?
Can someone explain to me why it is that the commission agreed to plea bargain with Bush/Cheney on the truth, just to get Condi's testimony? Why didn't the commission just say, we're not going to plea bargain with the truth, if you wish to settle Americans cry for the truth, then you will stop making it difficult for this commission to do its job? Why did they take the bargain?

1. It's a start.
The committee had to take the bargain to get Rice to the table. Without it, she doesn't show up at all and none of her comments get out.

If the commission does their job, her responses are likely to force Bush/Cheney to testify. Now should Rice "answer" questions like she did on 60 Minutes and the commission lets her get away with it, we've got a bigger problem.
