So . . .
Before the threat of 9/11 fully materialized:
The Clinton administration warned the Bush administration on terrorism and OBL;
Current senators asked for Bush plans for a domestic attack;
Former senators urged that homeland security be addressed;
Bush assigned Cheney a terrorism task force (May '01) and said he would review the task force's findings w/the National Security Council (task force didn't meet, Bush never reviewed anything);
Some kind of serious warning went out in August (vacation time!), about which we know little because the WH is stonewalling on providing the information in the pResident's Daily Briefing;
A budget plan was presented by Ashcroft that did not include increases in intelligence funding asked for by the FBI.
I would say that's a poor showing in confronting a threat before it's fully materialized. What do you think?
