She steamrolled over two big-name Democrats, James Florio and James McGreevey, to become a two-term governor. She was term-limited out and when President George W. Bush said he wanted her to join his team as commissioner of the Environmental Protection Agency in January 2001, some of the Greenies were hopeful.
