1. I think she's allowed to raise money as long as the expenditures are to

political candidates whether it's her or others. PAC stands for political action committee. I guess you'd have to research more online.

So PAC money is legal for someone in her position. The rules are pretty loose on what PACs can spend money for. That is why politicians love them so much.
