Source : Reuters

Scant international donations to flooded Pakistan are being driven by a multitude of factors ranging from the financial crisis, donor fatigue, a low death toll and scepticism that the government can translate the contributions into effective aid, say relief workers and analysts.

4. From what I've read, they are
They just don't have the money or resources for something this big.

5. They are. But 25% of the country is under water
with 20 million people in need of help. If they don't get it soon, the death toll from decease, starvation and other factors, will begin to rise. All their crops have been destroyed as well as livestock. No country cold handle this alone.
