C-SPAN Networks Are Not Out of the Woods Yet

In January of 2001 the Federal Communications Commission announced that it "tentatively concludes that a requirement appears to burden cable operators' First Amendment" rights. At the time, C-SPAN regarded the FCC's decision as a step in the right direction because it at least acknowledged our view that a dual must carry rule would violate not only our free speech rights, but also the rights of the cable operators who distribute C-SPAN, C-SPAN 2 and C-SPAN 3."
