The Bush White House manipulated intelligence to launch an invasion of Iraq that the rest of the world did not want. That war, which the secretary-general of the United Nations has suggested was illegal under international law, continues to do profound damage to public opinion regarding the United States in every corner of the world.
The Bush White House then engineered an occupation of Iraq that has been so disastrous that even longtime allies have backed away from participating in it.
The Bush White House sanctioned the use of torture, got caught, and ended up with the whole world staring at photographs of American soldiers ridiculing nude Iraqis.
Whether the Newsweek story was accurate or not with regard to the precise incident it described, few people on the planet doubted the plausibility of the report. The U.S. track record with regard to torture and psychological abuse of prisoners since the Bush administration came to power has been a miserable one. There have been credible reports of torture and abuse, many of them confirmed by the U.S. intelligence and military agencies.
The damage done the image of the United States by the Newsweek report is nothing compared to the damage done by the Bush administration.
