actually, this was a transgender woman working the DC streets. she was likely murdered by a trick.

1. Actually, as someone who is in the dark about this kind of thing

maybe you could enlighten me. As I understand it a transgendered person is someone who is anatomically Sex A but identifies (struggling for the right word there...no meaning to be offensive...correct my wording!) with Sex B. Therefore when asked this person would say "I'm Sex B"

So in the above tragic example this would be a woman who is anatomically male. As such the paper should refer to the person using the feminine pronoun as this was the sex the person in question identified with.

Am I correct? Or am I misundertanding?

3. my sources indicate

that three transgender women have been killed in the DC area in the last three days, i have heard nothing (from those sources i consider reliable, i.e NOT the washington post) about any transmen being assaulted.

in the article you cite, the post conveniently avoids using a pronoun to desribe the woman in question

They avoided using pronouns, but their gender references still said male. My money says the victim was a MTF transgender.
