Governor Wants to Repeal Law Favoring Pet Adoption
The plan to save counties and cities money would make it easier to put stray animals to death.

SACRAMENTO — In his brief political career, Gov. Arnold Schwarzenegger has challenged powerful state unions, prison guards and wealthy American Indian tribes alike. But now he is up against a group with far greater numbers and a louder voice: animal lovers.

Schwarzenegger wants to repeal California's comprehensive law forcing animal shelters to hold stray cats and dogs up to six days before killing them, a budget-cutting move that has enraged pet adoption groups.

As a favor to the state's cash-poor counties and cities, Schwarzenegger has asked the state Legislature to reverse the 1998 law, which makes adoption of wayward pets the first priority of shelters instead of quickly putting them to death. The law is dubbed the Hayden Act, after former Santa Monica state senator and activist Tom Hayden.

"This is an issue that affects the care and protection of tens of thousands of stray animals, and will inflict heartbreak on a lot of owners and people in the animal adoption world," Hayden said Thursday....

1. This says a lot about Arnold.
He would have been smarter if he had worked on sterilization requirements. This way he comes across as very cold and inhumane. Especially when people's pets will be killed before they've had a chance to claim them.

I am outraged on my own, and their, behalf. (One special-needs cat, the most loving pet of them all, would have gone down almost immediately if not for a no-kill shelter.)

Oh man, he's really stepping into a hornet's nest now. He better leave this one alone and find another way to save the counties money. Three days, whether the shelter is open or not? No way, we are not going to stand for that out here. Remember, this is the state that hunted down and put in prison a man who yanked a woman's little dog out of her car and threw it into traffic after she bumped his vehicle slightly. Not going to make any new friends doing this Arnie.

went after that jerk for killing that little white dog! I live in the east coast, but sent many emails and support for the dogs owner.

I am a volunteer for a national rescue group, and I sent this article to our President immediately! People thought SS was the third rail in politics??? They ain't seen nothin yet! Big Bad Arnold is going to regret opening this can of worms!

12. And there's $ to be made in small animal medical research, too.
Here in Maryland, buying a new pet (or adopting) is rather expensive because so many people buy or adopt pets and then turn around and sell them to med researchers (a la Frist and the kitties).

Classified advertising sections in newspapers warn of this horrible situation, and the process for adoption is complicated and costly because of it.

County animal shelters couldn't even operate on the meager budget they have now without the kindness of and donations from you and me!

This stinks! Thanks, Arnold!

Ask what comes from "factory-farmed animals" and most people will think "food." After all, eggs come from factory-farmed chickens, milk from dairy lot cows, sausages and bacon and pork chops from factory-farmed pigs. But why should we think the use of animals stops at the dinner table?It doesn't, of course. Leather (see "Slaughtered and Skinned") goes into shoes, pelts become furs, and much of what is worn comes from animals. But it doesn't stop there.

With the rendering process, every bit of farmed animals (and sometimes even our dog and cat companions) is used in an astonishing variety of items -- lubricants, polish, soap, cement, ink, lipstick, pharmaceuticals, Jell-O, gummy candies, pet foods and agricultural feed, to name just a few. The rendering industry utilizes a "witch's brew" of animal parts: spinal cords, brains, eyeballs, and intestines, turning whatever's not wanted by the food and clothing industries into the components of a thousand useful products.

Leftover Parts

The bulk of the material to be rendered consists of the leftover parts of a slaughtered animal. Because of the way the edible meats are cut from the carcass, the bones remain largely attached to one another.
The first step in the rendering process is to cut these large bodies into smaller, more manageable sizes. This raw material is "screw conveyed" -- dropped onto a huge screw whose sharp edges cuts the chunks into smaller pieces -- to a crusher that reduces the size to 1- or 2-inch pieces. A batch cooker cooks the pieces for 2 to 3 hours at 250-275°. These cooked materials are then put onto a sieve, known as a drain pan, where all excess fat and liquid is drained off, leaving only the solids.

The solids, now known as tankage, are conveyed to the screw press to finish the fat separation process. At this stage, the solids/tankage is known as cracklings, which gets crushed into small enough bits to filter through a 12 mesh screen, eventually becoming the "protein meal" used in livestock feed or pet food.

So an animal control facility (can't call them shelters, now can we?) is closed for a three day weekend... Your found pet would be put to death. Does Arnold get off on that? What do his children think of this?
Even more egregious is the part about NOT looking for the owners of microchipped pets!!! WTF is the chip for, then?

I have been spreading the word all day about the "three days and your dog/cat gets killed, even if the shelter isn't open, immediately for any other kind of animal" and EVERYBODY I spoke to was OUTRAGED.

Yet another reason to NEVER vote for Aaaaaanold.

Governor reverses stand on shelters, reinstates waiting period

SACRAMENTO (AP) - Saying he made a mistake months ago that would have made it easier for shelters to kill stray dogs and cats, Gov. Arnold Schwarzenegger said Friday he has reinstated the state's six-day waiting period before lost animals could be killed.

As part of his budget proposal that was first drafted in December, the governor had asked the Legislature to repeal a 1998 law that requires the shelters to hold animals up to six days before destroying them. The governor wanted to save money bu cutting the waiting period in half.

But after a nationwide storm of protest, the governor hastily organized a press conference outside his Capitol office and told reporters of his error.

"I realized last night that there was a mistake that I made on the budget," he explained, noting he only had a few weeks to put his proposed budget together between his inauguration in November and when the document went to the printers in December to meet the Jan. 10 deadline for delivery a spending plan to the Legislature.
