U.N.: Port Security Not Seaworthy
Fewer than 6 percent of the world's seaports and ships adhere to United Nations rules aimed at preventing terrorist attacks, the head of the U.N.'s maritime agency said Tuesday.

The U.N.'s International Maritime Organization said it would begin enforcing the International Ship and Port Security code when it takes effect July 1, which could disrupt shipping.

"Ships will be detained," said Efthimios Mitropoulos, the agency's secretary general. "There will be disruption."

The code, adopted after the Sept. 11 attacks to protect ports and vessels from terrorism, requires port staff and ships' crews to conduct regular anti-terror drills, restrict the number of weapons and visitors aboard vessels and have attack contingency measures in place.

You can't say like Condi Lice, 'No one expected this' because I heard Howard Dean talking about this on dozens of mainstream media whore outlets for 1.5 years.

track down Americans who visited Cuba over the last 20 years.

USCG to begin international port security visits

The U.S. Coast Guard issued a Press Release stating that it has established an International Port Security Program (IPSP) to visit foreign ports and evaluate compliance with the ISPS Code. International Port Security Liaison Officers will be stationed around the world to share information on best practices and provide assistance with implementation of maritime security requirements. As provided in the IPSP Concept of Operations, ships arriving in the U.S. from port facilities that are not in compliance with the ISPS Code could be delayed while the Coast Guard reviews their security situation. (4/15/04).

USCG preparing for July 1 deadline

The U.S. Coast Guard issued a Press Release stating that the agency is rapidly preparing for the July 1 deadline when both the International Ship and Port Facility Security (ISPS) Code and the security plan provisions of the Maritime Transportation Security Act (MTSA) come into effect. The Coast Guard plans to board every vessel on its first visit to a U.S. port on or after July 1. It will take additional security precautions or deny entry for non-compliant vessels. It will track vessels coming from non-compliant ports and may subject such vessels to delays while their security status is verified. Hold on tight – this could be a bumpy ride. (4/15/04).
