Ugandan rebels massacre villagers
As many as 42 people have been killed in an attack by Ugandan rebels on a village in the north of the country.

Fighters from the brutal Lord's Resistance Army attacked Lokodi village on Thursday night, hacking victims to death with machetes and clubs.

The army says 25 people died in the village, but survivors say more were marched away and killed elsewhere.

1. capacity for outrage
there's so many other things that outrage us that we fail to react. This seems like it could become a repeat of Rwanda, where the western world later says "If we only knew..." and 'Never again'. Read 'We wish to inform you that tomorrow we will be killed with our families' by phillip gourevitch (sp?) to be truly disgusted with humanity.
Uganda; to the north is Sudan, currently genocidal; to the south is rwanda, and uganda was implicated in aiding Hutu power. I guess it's a good thing we got rid of Idi Amin.
sorry so disjointed, this just disgusts me on so many levels that I find it tough to articulate.

2. What is the story there?
I have been so focused/overwhelmed by Iraq that I have been negligent with the rest of the world.

Who's fighting who and for what, and what's the REAL reasons behind it all?

3. I see at as a sign of a weak state, regional conflicts spilling over....
Child soldiers. Basically Museveni's government is meaningless in remote areas of the North. Recently I read an account of a town taking up arms to defend itself against the Lord's Resistence Army. A military officer explained that he could not defend such a remote town, that it had no electricity, running water, decent roads, that it basically wasn't worth defending. I'm sorry though, I can't find the citation for that at the moment.

IMO the beeb has covered the Ugandan conflict pretty well. See their piece One Day of War, which includes a day with a Ugandan soldier.

Here is a story about refugees from the Sudan running into the silent world of the chopchop army: Sudanese refugees terrorized at every turn.
