Gadhafi hometown pays heavy price in Libyan battle
Source: AP

Much of the Mediterranean city of palm tree-lined boulevards has been destroyed. Whole neighborhoods are uninhabitable, with shells punching huge holes through homes blackened with soot. There's no electricity or water. Debris-filled streets are flooded from broken pipes.

4. The future of Sirte will be interesting, and telling
Libya should have enough oil revenue soon to repair the damage from the war. Whether any of that money goes to rebuild Sirte depends on whether Libya's new rulers are in a forgiving mood. I'd guess the number one priority (after building an army/police force) will be sprucing up Misrata. Sirte will probably be near the bottom of the priority list.

If Libya's new rulers are forgiving, inclusive, etc, then Sirte will be rebuilt and beautiful again.
