MINOT, N.D. — The flooded Souris River stopped rising on Sunday after spreading across much of this city’s downtown, submerging homes up to the roofs, and displacing more than a quarter of the population.

The river, known locally as the Mouse, after its French name, reached 1561.72 feet above sea level in the early morning, topping the 130-year-old record by almost four feet, according to the National Weather Service.

The crest, which was expected to last through much of the day, was about two feet below earlier predictions.
