(Wisconsin Gov.) Walker gets power to block administrative rules

Gov. Scott Walker gained the power to block rules written by state agencies and other elected state officials, under legislation he signed Monday.

... The rules measure, which cleared the Legislature this month, allows the governor to reject proposed administrative rules used to implement state laws.

Previously, the administrative rules were written by state agencies and reviewed by the Legislature. Under the measure - put forward as part of a special legislative session on jobs that Walker called in January - the governor will sign off on rules before sending them to the lawmakers.

... But Assembly Minority Leader Peter Barca (D-Kenosha) said the law weakens the Legislature and gives Walker "unprecedented authority" while doing little to boost businesses.

Laws are now in place in Wisconsin severely cutting the ability of Democrats to vote at all. Rachel had a segment on with one of the Wisconsin 14, who admitted that the Democratic vote is going to be limited. He said nothing about doing anything about it.

The recall could happen. If he does not know his days are numbered, at least the repubbies around him know it. That is why they are passing all these repressive laws now. They want to loot and steal as much as they can while they still have the time.

Hubris, anyone?

If the recalls fail, or the elections are tainted, then it will be time for massive civil disobedience and general strikes. Don't underestimate the badger. It is fierce.

38. The Election is Tainted Already
The new voter ID law will disenfranchise thousands of the urban poor, mostly Democrats.
It is effectively a poll tax, given the cost of obtaining a certified copy of one's
birth certificate, getting to the DMV, waiting in line, and paying for the ID.

It doesn't really impose any cost on rural or suburban people (who are more likely to be Republican)
because they almost always have driver's licenses anyway.

That is only the beginning, of course.

I am not despairing, but we will need a monster landslide to win this.
Anything less they will steal.

Choosing not to vote as consequences also, but I reckon that if they knew then what they know now they might have voted. The result has been pretty sad though.

Waiting until he can be legally recalled is only extending the window of time in which he can do more damage.

I wondered about this question recently and looked up the law in Wisconsin. The only thing I could think of after reading what I found was that violation of his oath of office could be a basis for impeachment. I did a number of searches but could not find the literal text. If I lived in Wisconsin, I would be checking out this possibility as intently as possible.

23. Walker would never be impeached since Republicans control both legislative houses here.
Besides, impeachment does nothing without conviction. Remember Bill Clinton?

Recall is the only option we have. A better one would have been for Democrats to have voted the way Republicans did last November. Walker got 90% of the total number of votes that McCain received here in 2008 but his Democratic opponent Barrett only received 60% of the votes that went to Obama. When you choose not to vote bad things can and do happen.

A line-item veto allows you to strike parts of a bill. (And as a point of trivia, WI has a letter veto! The Governor can turn "can't" into "can" by striking the T).

When a bill becomes law, the state agencies have to create detailed plans about exactly how the law is going to be carried out. The laws themselves are not this specific. So mid-level bureaucrats interpret the legislation into a set of administrative rules. A lot of lobbying happens at this level, after bills are passed. Anyway, Walker is proposing to override any administrative rules that he doesn't like, thereby controlling how a given agency goes about carrying out a given law.
