Oswego County man raised money for Republican Party candidates as his community service sentence

Oswego, NY -- Allen Manwaring had to perform 100 hours of community service three years ago for sexually harassing a teenage girl.

Picking up litter? Working at a soup kitchen? No. Manwaring spent most of his hours campaigning for the Oswego County Republican Party.

Manwaring, 45, put in 80 of his hours by raising money for Republican candidates, putting up political signs and strategizing with candidates, according to court records and interviews.

That’s not the way the law works. The state penal law requires defendants to do community service for a public agency — meaning government — or nonprofit organization. The Oswego County Republican Party is neither.

Manwaring testified in the federal trial that he accidentally touched his tongue to the 17-year-old cashier’s lip in 2007 after he stumbled while sticking out his tongue at her in the store’s break room.

Getting involved is. Sucks that it is the Rep. Party with this creepy guy, but the important thing is encouraging people to get involved. Include it in the list of Community Service's.

This claim is incredibly clueless:

Manwaring, a former member of the county Republican Committee, said in an interview he was unaware until a reporter told him Thursday that the party isn’t a registered nonprofit. “I didn’t know that, because I don’t see where the Republican Party’s profiting in any way, shape or form,” Manwaring said.

What is weird is that it looks like the Democratic judge did not reject this - and it is the newspaper that is making it an issue.

What is sick is that one Republican he worked for said she did not believe the charges, yet, here is HIS explanation on what really happened:

This is as seriously unbelievable as ANYTHING I have ever heard - especially when 13 women complained about him. (This had to be awkward because the person they normally would have first complained to was their boss and his girlfriend.)

18. Oswego is a hotbed of nepotism and
tangled family trees. We lived up there for a few years in the early 90's and my mother took in a young girl who's half brother was her step father. (Father's son from ex-wife, married his father's second or third ex-wife). This was not uncommon. I hear from some left sided relatives (ex extended stepfamily ) that the city is filling with meth heads and other undesirables that are making it unsafe for the old Italian (and other) ladies to walk to their neighborhood market-- mostly on the East side of the river. The west side of the river is mostly SUNY and the wealthier population of the city.

My brother's crazy ex-wife is from that town as well. I went to school there (SUNY) and that is where I met my husband. It is a pretty little city on the banks of Lake Ontario but it's status as a port city has caused it to see its share of crime and public officials looking the other way. The history of its mayoral candidates would make your hair stand on end.

"Syracuse, NY -- Oswego's former mayor returns to the city today an ex-con.
John Gosek, who served 33 months of a 37-month sentence, is scheduled to be released from Butner Federal Correctional Facility in North Carolina sometime today.
He pleaded guilty in 2006 to paying $250 to arrange a sexual encounter with two teenage girls. The deal turned out to be an FBI sting. The girls didn't exist."

The police commissioner Ruggio was also under FBI investigation for receiving stolen property--his house was raided and several ATV's, snowmobiles that had been reported stolen were removed by authorities. Yet the mayor (Dunsmoor) reappointed him even though he cannot carry a firearm or make arrests as he didn't have police certification (he later took the exam and received it). He is also a slumlord who was cited for multiple code violations.

Then this guy Bill Dunsmoor took over and he tried holding a bunch of offices at once and fired the city attorney who objected to him being both Common Councilor and Mayor.

Then Randy Bateman took over (by special election) and hired all his family and continued to make the city slum lord friendly. Seriously, the numbers of code violations are so high, they are unpoliced and unenforced, it is scary. The revelation of how Manwaring performed his community service came two weeks ago in a federal court trial over a sexual harassment lawsuit against Manwaring and the grocery store he once managed in Oswego, Paul’s Big M. Manwaring pleaded guilty in January 2008 to second-degree harassment, a violation, for sticking his tongue into the mouth of a female cashier.

Oswego City Court Judge James Metcalf, a Democrat, told Manwaring he could do the community service for any nonprofit organization, Manwaring testified last week in the federal trial. “It was 2008, a big election year,” Manwaring testified. “There was a lot of work to be done.” Manwaring, a former member of the county Republican Committee, said in an interview he was unaware until a reporter told him Thursday that the party isn’t a registered nonprofit. “I didn’t know that, because I don’t see where the Republican Party’s profiting in any way, shape or form,” Manwaring said.

27. Sounds like the court or the DA dropped the ball, and perhaps didn't check
the paperwork the way they should. On the other hand, I wonder if the description of the 'service' that he submitted was carefully misleading.

Hope it's not too late to make him do some real service (or time!), but the silver lining is that now a lot more people know that this is the kind of perv who assaults teenagers...
