China takes more aid money for aids and malaria than African countries

The global fund was set up for rich countries to pool their donations in the fight against three of the world's deadliest diseases

A former US official, in charge of setting up the Global Fund to Fight Aids, Tuberculosis and Malaria disclosed that China received more than severely deprived African nations.

It was given three times as much to fight Aids and malaria than South Africa, one of the worst-affected countries.

David Cameron wants a hard-headed approach to foreign aidAs a permanent member of the United Nations Security Council and global economic powerhouse, China’s contributions lagged far behind its peers. It made contributions of $16 million (£10 million) to the fund, but received $1 billion in payouts. The United States pledged $6.5 billion and Britain gave $2.2 billion.

The Global Fund is a unique global public/private partnership dedicated to attracting and disbursing additional resources to prevent and treat HIV/AIDS, tuberculosis and malaria. This partnership between governments, civil society, the private sector and affected communities represents a new approach to international health financing. The Global Fund works in close collaboration with other bilateral and multilateral organizations to supplement existing efforts dealing with the three diseases.

The Bill & Melinda Gates Foundation has been a key partner of the Global Fund, providing cash contributions, active participation on its board and committees, and substantial funding to related advocacy and fundraising efforts.

The Bill and Melinda Gates Foundation is entering a partnership with the Chinese government to fight HIV infection among China’s urban drug users, prostitutes and gay men.

While the number of HIV-infected people in China is relatively small -- about 650,000 in a population of 1.3 billion -- a confluence of health, economic and social factors make it vulnerable to a pandemic. The spread of a disease as debilitating as AIDS in a trade and manufacturing juggernaut such as China would likely have ripple effects around the globe.

China needs technical assistance and other outside expertise to mount an effective awareness and prevention campaign.
