BAGHDAD: The Iraqi parliament has failed for a second time to vote on a law crucial for organising elections in January that will choose a new parliament and serve as a milestone in US plans to withdraw combat troops from the country.
Deadlines often come and go in Iraq, but election officials face a logistical challenge before the first national poll since 2005, due on January 16.
They say they need the law passed now to give them time to prepare, although they could gain a week or two if the election were delayed. After that, parliament's term expires.
If elections have not taken place, the nascent political system would be thrown into an unconstitutional limbo months before the US military wants to withdraw troops.
