Washington PostMOSCOW, July 6 -- President Obama arrived in Moscow today for the start of a three-day summit with Russian President Dmitry Medvedev that aides were hopeful would yield a framework for an agreement to replace an expiring nuclear arms control treaty.
When they met in London in April, the two presidents agreed to start negotiations for a new treaty to replace the 1991 Strategic Arms Reduction Treaty. But those talks have been complicated by disagreements over U.S. missile defense plans and Russian demands for sharper cuts in weapons launchers.
A new treaty is seen as the first, and easiest, step toward Obama's goal of sharply reducing the world's nuclear stockpiles. The Obama administration sees cuts by Russia and United States, which together control more than 90 percent of the world's nuclear arsenal, as crucial to marshalling stronger international opposition to nuclear programs in Iran and North Korea.
Obama also sees the treaty as part of a larger nonproliferation effort that would set a course toward the eventual elimination of nuclear weapons.
