Bush: Rose Garden economy 'assurance'
Source: ChicagoTribune.com

by Mark Silva

Tomorrow morning, Bush will step out to the Rose Garden again - the morning after the Dow Jones Industrial Average dropped another nearly 700 points today, dragging the Dow below 9,000 points for the first time since 2003 - after an all-time high of 14,000 just a year ago, and taking the paper value of a lot of Americans' retirements with it.

Bush will fly to South Florida tomorrow for a party fundraiser and a meeting with Cuban-American community leaders, but before he goes, sometime around 10 am EDT, he will deliver a statement of assurance at the opening of the final day of trading on the New York Stock exchange in this volatile week.

"Following the markets' continuing volatility this afternoon, the president will deliver a statement in the Rose Garden tomorrow morning,'' White House Press Secretary Dana Perino said this afternoon - suggesting that even the announcement of a statement of reassurance should offer some measure of reassurance.

"He will assure the American people that they should be confident that economic officials are aggressively taking every action to stabilize our financial system,'' Perino said. "The Treasury Department, the Federal Reserve and the FDIC all have the necessary tools to address the problem we are facing. The Treasury Department is moving quickly to use new tools to improve liquidity, which is the root cause of this problem.

1. The text of the speech was release prematurely

This was unexpected, what do I do now?
Could we start again please?
Could we start again please?
I've been hopeful so far,
Now for the first time I think we're going wrong.
Hurry up and tell me, this is all a dream
Or could we start again please?
Could we start again please?
I think you've made your point now.
You've even gone a bit too far to get your message home.
Before it gets too frightening, we ought to call a halt.
So could we start again please?
Could we start again please?
I've been living to see you,
Dying to see you but it shouldn't be like this.
This was un expected, what do I do now?
Could we start again please?
Could we start again please?
I think you've made your point now
You've even gone a bit too far to get your message home.
Before it gets too frightening, we ought to call a halt.
So could we start again please?
So could we start again please?
So could we start again please?
So could we start again please?
So could we start again please?

So they can buy more houses.

4. I suspect he might use the occasion to explain...
... why he ordered the markets not to open Friday morning.

17. Actually that would be a level of leadership that would surprise me.
But I think it would be a good idea. If the effort to buy up banks and extend credit through commercial paper can get a chance to work, maybe a few days of no market trading would be good.

Let the markets gain some trust in the effectiveness of the measures being taken by Bernanke & Paulson, and then re-open in a few days. Maybe all of the automatic sell orders won't be in place, so there will be a chance to get a small bit of upward movement going.

It makes sense to me -- soothing and distraction are a mother's best friend for a fussy baby. Maybe there's a chance the markets will come out aright, bassed on the same idea. But my homespun wisdom isn't really all that prescient.

10. I would immediately buy a stock. Any stock.
Even if it was worthless, I would shred it into confetti and have a party.
