2. Too little, too late. Just heard his plan only received 4 Republican votes today.
His approval rating was at 19%.

If he was concerned, if he cared, if this wasn't just political, he would have been meeting with the congressional leaders long before now. Like when they initially drafted the bailout plan, for example.
