Published: Dec 29, 2003

WASHINGTON (AP) - The Bush administration is planning an early test of Libya's promise to dismantle its nuclear facilities.

Working parallel with the International Atomic Energy Agency, but convinced Libya's weapons programs are far more extensive than the agency assumes, the administration will send a first group of technical experts to Libya in January.

The United States intends to pursue its own program for dismantling Libya's nuclear program as well as programs to develop chemical and biological weapons and missiles as well, said the official speaking on condition of anonymity.

<snip>

President Bush is taking personal interest in dismantling the Libyan programs and wants to move quickly in helping Libya to identify and destroy them, the official said.

First the technical experts, then the arms investigators, then the troops. Will Libya be able to prove a negative?

Cutting to the chase, bush* wants Ghaddafi gone, fullstop.

I imagine Ghaddafi thought he was getting bush* off his back by appearing to knuckle under, when in fact all he has done is walk into the mouth of the crocodile.
