Annan Appeals for Iraq to Run Own Affairs

UNITED NATIONS (Reuters) - With an Iraqi delegation watching, U.N. Secretary-General Kofi Annan appealed on Tuesday for an end to U.S. military occupation as soon as possible and for Iraqis to run their own affairs.
"We should listen to their needs, expressed by them in their terms and we should try to respond," Annan told the Security Council at the start of a meeting attended by three delegates from Iraq's new Governing Council.
But he said the establishment of the U.S.-appointed Governing Council had to be followed by a constitutional process run "by and for Iraqis."
"Our collective goal remains an early end to the military occupation through the formation on an internationally recognized, representative government," Annan said.
