Dems will have council majority (Indianapolis City Council)
A 15-vote lead, and a vote recount, the Democrats win control of the Indianapolis City Council for the first time since Indianapolis absorbed the entire Marion county, including mostly Republican neighboring communities, in order to dilute minority voters (the legacy of then-Mayor Richard Lugar).

Every vote counts!

Dems will have council majority
GOP concession in recount vote ensures end of their 30-year grip on legislative body.

By Matthew Tully
December 16, 2003

Democrats claimed control of the City-County Council on Tuesday, capping six weeks of recounts and post-election uncertainty -- and three decades of Republican reign.

With their newfound majority, Democrats will lead the city's legislative body through four years of expected debates on taxes, jail crowding, deteriorating sewers and the future of the Indianapolis Colts.

"Marion County is finally going to deal with systemic problems that Republicans have refused to deal with," said Marion County Democratic Party Chairman Ed Treacy. "There are going to be tough decisions, but Democrats won't run from them."

The Democratic majority was guaranteed when Republican Councilman Curt Coonrod surprisingly withdrew his request for a recount in a council race he narrowly lost to Democrat Sherron Franklin. Coonrod said early decisions by a court-appointed recount commission made clear the recount was a losing cause.
