(House) Panel Reverses Bush Cuts in Family Planning Aid

A House appropriations subcommittee yesterday approved a foreign aid budget for next year that would reverse the deep cuts President Bush proposed for international family planning programs he himself once described as among the best ways to prevent abortion.

The administration's proposed cuts to programs that provide birth control and other family planning services to people in poor countries were particularly unpopular with Democrats and an array of nonprofit groups. On his first full day in office, when he decided to deny federal aid to overseas groups that help women obtain abortions, Mr. Bush committed to maintaining the financing of family planning programs at $425 million.

He moved away from that for the first time this year, proposing $357 million. The subcommittee has recommended $432 million.

1. To sum up the Bush Philosophy
Just say No Before Marriage (Abstinence), just say Yes In Marriage (Make Lots of Babies). No NEED for Abortion, or Birth Control; and thus, Family Planning with this mindset.
