Computer Glitch Delays Norwalk Election Results

A computer glitch delayed results in the Norwalk (CT) mayor's race until Wednesday morning.

City election officials decided around 10 p.m. on Tuesday that they had to recount more than 600 absentee ballots by hand because the optical scan machine had not counted them properly.

3. This is either a hardware failure
or a software bug. If hardware, it means it may have just "happened". Of software, a programmer is repsonsible. It is not a "glitch.

That said, at least they have tangible ballots to count.
