The US Peace Corps has announced the suspension of its humanitarian programme in Haiti due to security concerns.

Peace Corps Director Gaddi Vasquez expressed "tremendous regret" about the suspension, which was deemed necessary "given the current safety environment in Haiti." <snip>

Ah, so THAT's what's wrong: "structural reforms came to a halt." I think this means the IMF feels Haiti still has too much of a social safety net ...
