3. Tourniquets are out. Instant clotting powder is in.
Today's military issues packets of powder that cause blood to clot up really fast. It's slightly more expensive, but it's easier to use (and harder to misuse) than tourniquets.

And if somebody runs out of clotting powder, they can always improvise a tourniquet.




Issuing both powder AND tourniquets would be wasteful and probably stir resentment among the troops, IMHO.
