The "Eyes Wide Open" exhibit by a branch of the pacifist Quaker church includes 1,511 pairs of black combat boots - representing all the U.S. troops killed in Iraq.
Spread out on a park or a plaza, the boots exhibited by the American Friends Service Committee often have a powerful impact that has stirred controversy and protests. But a free speech expression permit granted by the county for "Eyes Wide Open" limited the space available for the display.
As a result, only boots representing all Californian troops killed in the war were displayed in front of a county administration building in downtown San Diego. California has 174 troops - more than any other state.
