Inquiry Into Cadet Assaults Blames Air Force Leadership
WASHINGTON (AP) -- Ineffective leadership and oversight at the Air Force Academy were to blame for a string of sexual assaults there, a congressional inquiry found.

In a report to the secretary of defense Monday, a civilian panel said frequent turnover in leadership both in the Air Force and the academy as well as ``inconsistent command supervision and a lack of meaningful and effective oversight'' contributed to the climate.

Between 1993 and 2002, there were 142 allegations of sexual assault at the academy. Dozens of female cadets have said academy commanders were complacent about their complaints of sexual assault and in some cases punished them for minor rules violations if they reported they were attacked.
