Former CIA official looks to leak the truth

Retired CIA intelligence analyst Ray McGovern knows more than he can say. He won't talk, for instance, about what was discussed behind closed doors on the mornings when he would issue President George H.W. Bush his daily intelligence briefings.

McGovern spent 27 years in a position where secrecy was part of his job description. But for the last few months, he and a group of other former tight-lipped agents have been speaking out. Now he is asking others who are still within the system to break through layers of classification to leak what McGovern said is the truth about the war in Iraq and the junior Bush administration.


He and his fellow whistleblowers call themselves Veteran Intelligence Professionals for Sanity. The group has about 45 members and has expanded since it first began in January 2003 to include not just CIA analysts but also former State Department employees and members of the FBI.

McGovern said a prostitution of the intelligence system has taken place. Some of its leaders have sold out and backed down under the pressure of the administration. Former CIA director George Tenet did not step up and explain that there was no concrete evidence to support the presence of weapons of mass destruction in Iraq, he said. Real analysis would have presented inappropriate answers in the eyes of an administration that McGovern said had long before decided to go to war with Iraq.

McGovern said the administration has been untruthful about the condition in Iraq. He said he thinks the CIA is being asked to withhold the truth from the American public.

Part of the message McGovern is pressing through his writing is to encourage current CIA analysts not to make his mistake. He said analysts may have many reasons not to leak - job security, a family, a mortgage.
"Do it anyway," he said. "That's the patriotic thing to do."
McGovern said such leaks could potentially affect the election. If the election is not postponed, that is. He said he thinks the groundwork already has been laid for doing so if a terrorist threat arises. The American people need to pay attention, he said, and push for it to go on.

It’s not an “if.” It’s a “when.” Pentagon officials have indicated that they plan to send as many as 15,000 additional troops during the first four months of 2005, and the President George W. Bush continues to insist “we will stay the course” until Iraq is stabilized. (I do wish his advisers would provide a different vocabulary so that those of us steeped in the mistakes regarding Vietnam could be spared painful flashbacks.)

Where will the additional troops come from? The Bush administration insists there will be no draft, but its credibility has been badly tarnished. The “backdoor draft” that has kept so many from the Reserve and National Guard on active duty has backfired, as quotas for new enlistments have not been met. So plans are already advanced for fully mobilizing the Reserve and National Guard.

Senator John Kerry states the obvious in calling such steps “temporary measures” that have increased the burden on our troops and their families without addressing the basic reality that the active duty Army is too small. He proposes adding 40,000 troops to the Army and offsetting the cost by reducing expenditures on highly expensive projects like National Missile Defense. (Kerry might have added that the WMD boondoggle, for which Defense Secretary Donald Rumsfeld and defense contractors have pushed so hard and so long, is now actually being deployed without having been adequately tested—not to mention its dubious utility in the priority struggle against terrorism.)

Instead, Greenwald offers us a somber, almost point-by-point case for impeachment. "The most troubling thing about the fact, the distortions, and the misleading statements that Bush gave Congress is that it is a federal felony," intones former Nixon counsel John Dean, a man who ought to know. "It's a crime to mislead and distort information to present to the Congress." One of the many disturbing developments that emerges during the film is the extent to which Bush's White House has taken control of the CIA - which was housed in Langley to preserve some independence from Washington's influence - and Tenet played along. Ray McGovern, a professorial 26-year veteran of the CIA who now runs an inner-city ministry group, watches with dismay as Tenet stands behind Powell during his pivotal February 2003 speech to the U.N. "That was a terrific blow to the morale of the CIA analysts," he says. Tenet regularly accompanied senior CIA analysts on their daily presidential briefing, a new practice under Bush, McGovern says.

Most damning is Greenwald's systematic dismantling of Bush's Weapons of Mass Destruction deceit. The administration's subtle post-invasion semantics and the media's parroting of them - suddenly we were no longer looking for weapons but for evidence of a weapons "program" - inspired Greenwald to make Uncovered. "I imagined a headline - 'Programs for WMD Found! - and I feared we would all just accept that."

News clips revisit Rice, Rumsfeld, and Bush as they reassure Congress and the American public that they are certain Saddam Hussein possesses biological and chemical weapons that pose an "imminent threat" to the U.S.; then Greenwald's experts testify that the CIA knew that Hussein's sarin gas and anthrax stores had long outlived their shelf life. Powell had to know, demonstrates another analyst, that the slides he showed the U.N. of Iraq's alleged WMD manufacturing sites were inconclusive at best and intentionally misleading at worst. Free of the rules of the courtroom, the director is sometimes able to make the defense testify against itself: "There are a lot of people who lie and get away with that," Rumsfeld croaks at a press briefing, "That's just a fact." Last month, former CIA official Ray McGovern and famed Pentagon Papers leaker Daniel Ellsberg, called on public servants with access to material that showed the administration's dishonesty on the war to make unauthorized disclosures. To place their moral duty to see the truth out above their bureaucratic duty to protect policymakers from the glare of public disclosure.

Within a week, the details of the NIE about Iraq's bleak future, then the memos about the insurgency, were leaked.

McGovern modestly denies any causal relationship between the events, suggesting rather that both are products of a growing unease within the intelligence and policy communities about the lack of candor that characterizes the administration's portrayal of what it knew and when.

Bush has defended his actions in Iraq by citing the intelligence he had access to and asking, in effect, whether any responsible president could have ignored such a threat.

But saying "the CIA made me do it," won't cut much ice in an election campaign. Especially if they were just guessing.

The stuff about steel on that page is absolute nonsense. Even if the Twin tower fires had been hot enough to melt steel (which is something that probably no one is claiming), they would never have actually been able to melt steel because the building would have collapsed long before the steel got that hot.

Why is this, you say?

It is because the steel beams are meant have certain physical characteristics to support the needs of construction of these buildings. When the steel ceases to have these properties (by this I mean softening, lack of elasticity so that deformations become permanent, that sort of thing), you can run into trouble. The temperatures needed for this to happen are much lower than the melting point of the metal. Think of sharpening a tool: if you're not careful you'll get it too hot and it will "lose it's temper". Do you really think it needs to get close to the melting temperature for this to happen? Heck no, it probably doesn't need to even get to the point where it glows red!

The temperatures at which physical changes begin to happen might be as low as a couple of hundred degrees (though I'm sure these things are different from alloy to alloy, the point is that we don't need to get anywhere near 1500 degrees centigrade).

I guess I see a problem with the tinfoil hat crowd because the promotion of these (moronic --and often obviously false) conspiracy theories (missiles being shot into the WTC towers, Payne Stewart interception taking only about 10 minutes, no airplane hitting the Pentagon building, etc.) becomes a clear distraction from whatever is really going on. Because, even though these conspiracy theories are nonsense, that does not mean that every conspiracy theory out there is equally laughable. Unfortunately, with such an overload of junk, we probably wouldn't recognize reality if it bit us on the nose because hey, it's another conspiracy nut. This is specially true because it seems that amongst the tinfoil crowd the more outlandish a conspiracy theory is, the more credibility it will acquire.

We also need honesty about whom we're fighting in Iraq. Disingenuousness persists about the resistance to U.S. occupation. The president assured us last week that there are only "a handful of people who are willing to kill" in order to thwart U.S. aims. And those interested in learning more about these people are malnourished by "intelligence." Instead, they are forced to resort to Iraqi newspaper listings of the various groups who have claimed credit for hitting the invader.

The reality in Iraq was far better captured by retired Army Special Forces Col. W. Patrick Lang, former Defense Intelligence Officer for the Middle East and a member of Veteran Intelligence Professionals for Sanity. In an informal email, Col. Lang wrote:

"The sad thing is that US combat intelligence in Iraq does not seem to know who the insurgents are, where they are, how many they are, or what they plan to do. This in spite of all the happy campaign talk about how well things are going."

Another retired Army colonel, a well respected military strategist and educator, Sam Gardiner, writing recently for salon.com, reacted bitterly to reports-now confirmed by Secretary Powell-that military operations into the "no-go" areas in Iraq have been postponed until after the election.

"There is certainly no commander in the field saying, 'Let's give the bad guys another 60 days to operate freely inside their sanctuaries before we attack.' Such a decision would be particularly bizarre when attacks against coalition forces are more frequent than ever, attacks on oil pipelines

When Cacheris took up the case of Ana Belen Montes, Castro's top spy in the United States, neoconservative writer Ronald Radosh argued that he "seems to be the chosen counsel for most of the recent American spies for foreign powers." But this misses the real point to be made about the Washington super-lawyer: he specializes, not in espionage cases, but in high profile scandals, the kind that make mile-high headlines. From Watergate (he represented Attorney General John Mitchell) to Iran-Contra (he got Fawn Hall immunity in exchange for her testimony) to Lewinsky-gate (he was one of Monica's attorneys), one thing is clear: the spotlight is his natural habitat – yet another indication that the Franklin affair, which seems to have dropped into the black hole of journalistic memory, is going to resurface big time.

The Franklin case is a byproduct of a two-year investigation: law enforcement was routinely listening in on a conversation between two high-ranking AIPAC employees and Israeli officials when they stumbled on Franklin's treason. The story was deliberately leaked, not by the FBI, but by parties who were interested in prematurely forcing the whole investigation out into the open – giving the Israelis involved time to flee the country, and others an opportunity to destroy evidence and take cover. Franklin's stonewalling, and apparent decision to fight – "Any charge of espionage will be met with fierce resistance," says Cacheris – is a challenge to the FBI to either put up or shut up.

"It looks like there is going to be a battle," said a source cited by the Times. It can't be long now before charges are filed, and the story of how Israel infiltrated the highest echelons of the Pentagon's policy shop – where Franklin works as an Iran specialist – comes out in lurid detail.

With a month to go until the election, the exposure of AIPAC as the vital conduit through which Israeli moles in the government passed sensitive information to Israel is so politically explosive that it's no wonder the White House handed the case to a compliant political appointee and told investigators to "slow down," according to the Financial Times. But it looks like Franklin has single-handedly nixed that plan.

This is one "October surprise" that would benefit neither Bush nor Kerry – the former because of the laxness it reveals in the inner councils of his own administration, and the latter on account of his utter cowardice and unwillingness to even address the issue.

As we begin to ask questions about who lied us into war, and why; as we trace the fabrications, the forgeries, the phony "intelligence" back to the original source, in the context of the hardest-fought presidential election in recent memory – and a war that we appear to be losing – the implications of the Franklin-AIPAC espionage case are so hot as to be nearly radioactive. Neither candidate is willing to touch it. But Franklin, in an effort to save his own skin, may have forced the issue onto the table.

Army Chief of Staff Eric Shinseki told Congress publicly before the war that ''several hundred thousand'' troops would be needed. It turns out that he was asking for 400,000, fully aware that Defense Secretary Donald Rumsfeld was planning to attack and occupy Iraq with just a fraction of that. Rumsfeld gave him the back of his hand.

In January of this year former CIA senior political analyst on Iraq during the Iran-Iraq war Stephen C. Pelletiere wrote in the The New York Times "We cannot say with any certainty that Iraqi chemical weapons killed the Kurds.”

Furthermore, both the Reagan and Bush administrations authorized the sale to Iraq of various items that had both military and civilian applications, i.e., chemical and biological weapons.

In a 1991 New York Times piece about U.S. ties to Iraq, Harvey Weinstein writes, “In 1982, the Reagan administration excused Iraq from the list of international terrorists that had been a barrier to virtually all trade Baghdad…First on Hussein’s shopping list was helicopters – he bought 60 Hughes helicopters and trainers with little notice. However, a second order of 10 twin-engine Bell “Huey” helicopter, like those used to carry combat troops in Vietnam, prompted congressional opposition in August, 1983.”

Weinstein continues: “In 1988, Kurdish civilians were attacked with poisonous gas from Iraqi helicopters and planes. U.S. intelligence sources say they believe that the American-built helicopters were among those dropping the deadly bombs.”

Feith and the OSP. Where have all those boys gone. Why, when there' talk about the 'mistakes' of the CIA is it never pointed out that little Dougie and friends had a big hand in the way the information that we did have was picked over and slanted, skewed, and bent to make it look like a 'slam dunk'. I've probably been naive, but I think that Tenet knew better, his agents were giving him accurate information, but he decided to whore for bush* & Co., and so he helped them lie about the information that we did have and were getting. There are people out there that could prove this.

It's not the CIA, it's the OSP that fed us the lies. And these guys are still drawing a government paycheck.

Yes, by all means, all true patriotic CIA agents, past and present need to come out and talk, explain how the bush* administration ignored the info about Osama. About how the IAEC stated that there was no evidence that Saddam was back in the bomb making business. About everything, because it was all lies. Gen. Tommy Franks, field commander, and his deputy, Gen. Michael DeLong, opposed the idea. "A waste of time and energy for us," DeLong said of the plan in his book, Inside CentCom.

A halfhearted effort ensued, and by the start of the war, only 70 Iraqis had been trained.

Franks, now retired, described Feith both in his own book and in one written by the Washington Post's Bob Woodward as the "stupidest guy on the face of the Earth."

This took Feith by surprise.

Dalck Feith, now 90, owned a sheet-metal business that supplied parts for Jerrold Electronics, a firm founded by former Gov. Milton J. Shapp that made set-top boxes for cable TV. Through this connection, Dalck Feith got to know Ralph Roberts, founder of Comcast. Today, the Feith family is one of Comcast's largest private shareholders.

Douglas Feith's brother, Donald, runs Feith Systems & Software in Fort Washington, which sells computer programs that store huge numbers of documents. It has contracts with the Defense and Commerce Departments and other government agencies, as well as Comcast, AT&T, Toll Bros. and others. In the last two years, Feith family members have contributed at least $14,500 to President Bush, the Republican Party, and Sen. Arlen Specter (R., Pa.), according to campaign records.

The family also has strong ties to Israel. Feith's former law partner, Marc Zell, lives and works near Jerusalem.

This month the FBI began investigating Pentagon employee Larry Franklin, who works in Feith's organization, for allegedly passing memos to Israel. Feith has declined to discuss the probe.

James Zogby, head of the Arab-American Institute, a Middle East lobbying group, said Feith was too close to Israel's right-wing Likud Party.
