18. The concept behind recall, is why the US Constitution hold House elections every two years.
In 1787, the British Parliament only held elections every six years, the French Estate General had NOT be called in over 100 years. To avoid both extremes, the two year term was invented. It was to permit rapid turnover in the House, if the people wanted it, while at the same time permitted people elected as members of the house to get to the Federal Capital and back (Trying walking from Maine to Georgia on the Appalachian trail, about the same conditions of most roads in the 1780s, it can be done in about three months, one way, but think in terms of sitting in the Capital and then going back home to campaign, and two years is a quick turnaround).

In many ways, with a two year election cycle you do NOT need a re-call, just wait for the next election and vote him out.
