4. I think there was more to it than that
Bush was desperate to become a "war president." He felt the only way that history would see him as a great president was if he successfully presided over a war. Plus, he saw how high his father's poll numbers went during the first Iraq War. He thought that if he was at war, he would gain enough political capital to push his sick agenda through. I think Cheney wanted the war primarily for the oil, but Bush was thinking about his agenda and his legacy.
