California and Texas (Among other states) permit 50cc or smaller engine mopeds (And electric engines of the same amount of power) to operate on the public road WITHOUT a license, but my home state of Pennsylvania requires ANYTHING with an engine to be registered with the state and HAVE a License. Sounds like Best Buy does NOT want to get into registration of Motor Vehicles in those states that REQUIRE such registration IF the bike is intended to be used on public roads (Pennsylvania even requires licenses on vehicles that operate only off road UNLESS it is used on property owned by the owner of the vehicle OR the owner of the Vehicle has the express written permission of the owner of the property).

It even mention motorized scooters, and clearly state they are illegal in Pennsylvania to be operated on public roads or sidewalks (you can use them on your own property, but NOT any sidewalk opened to the public).
