Before we'd recorded the history of seismic activity along the major fault lines, we don't know if extremely powerful earthquakes were this common.
Since we had no way to accurately measure earthquakes in the past, we based our measurements off of how devastating the quakes were. Of course, this was also back before building codes and other safety measures.
