That's all fine and dandy, but then the state should allow people to get fixed without any regulations. If you don't ever want to have children you should have the right to make it that way. That would be your body your right and not have any affect on anyone else. Telling people to not have sex is a bit unrealistic. Abstinence only programs have proven time and again to be failures.
