13. Where was that? Phoenix, tucson, Maricopa County and Pima County all allow short sleeves.

Edit: Pinal county as well--all of these I'm certain of.

BTW, I've lived in Arizona for 38 years; never seen a long sleeved cop in the summer except at a funeral in full dress.
