What you posted: "Osawatomie was the site of the 1910 'New Nationalism' speech by President Theodore Roosevelt hailing government's role in promoting social justice and protecting the welfare of the poor and underprivileged." Possible that Mr Obama is speaking there in the spirit of that speech.

Osawatomie (Miami County) is part of the Kansas City Metro area, though Miami County is largely rural.
