10. The NEXT SENTENCE negates that...
"Following a series of hearings this month, New York will decide whether to allow fracking early next year."

Those hearings are ongoing. It is up to DEC now, and out of the governor's wheelhouse. The longer this drags on, the more regulation that is demanded, the more it's gonna cost the gas companies to drill. I recently heard on the radio, that a few of them are reconsidering fracking in NY, because it may be too expensive for them!
