Un-fortunately in this case, the debt is not yet incurred. it would be once the transaction is approved by both parties, So if she were to wait till the food was scanned and totaled before declaring her intent to pay in change, then they may have to accept it, but that is a gray area.

If she wanted to pay a fine, like a red light ticket, or a debt collector, utility bill, credit card bill, etc. they would have to accept any amount, even in pennies because it is "legal tender for all debt".
