10. Actually, he was appointed by a judge...
In my interview with him (audio at http://www.bradblog.com/?p=8834 ), he explains how the County Commissioners are usually in charge of elections, except for years in which they are all on the ballot. Like this year. So he was appointed by a judge to the position this year.

He's making very good use of his position, it seems to me. He also seems like a helluva nice guy. Listen to that interview!
