The Judiciary? How difficult would it have been to take the very long list of allegations to a grand jury to get an indictment. At least obey the forms THAT much!!! What we have here is the 21st century equivalent to a bill if attainder. Piss off the wrong person and your name goes on a list. If it's not exactly that, it could very well morph into that.
