10. That's more likely because he is really running out of time...
he's got 14 months to lead the gov't into doing something that significantly reduces unemployment.
A fair amount of that time will be wasted with the supercommittee hacking away at spending...which will further the perception that a jobs package can't be done because of its expense.
He can TRY to move something, he controls that part of the equation.
